SBC and CLC response to the second emissions reduction plan consultation

The Ministry for the Environment has released the draft second emissions reduction plan (ERP2), and confirmed the consultation opens 17 July 2024 and closes on 21 August. Information about the document and how to respond can be found here.

SBC/CLC propose to respond at a strategic level, focusing on whether the actions outlined will deliver on the emissions reductions required. Specifically, we will be looking for member views to inform an assessment/comment on the following:

  1. Adequacy
  2. Clarity and transparency
  3. Measurability and accountability
  4. Comprehensiveness
  5. Integration with other policies and business objectives
  6. Risks
  7. Cost-effectiveness and economic impact
  8. Social equity and just transition

Circumstances have changed since the first emissions reduction plan and we know more about policy options across the sectors. We also expect the release of the Climate Change Commission’s first monitoring report soon. In the SBC/CLC response we will look to highlight some of the work done by others regarding potential solutions, please us know if you have any to add. We do not anticipate drafting a detailed sector-based response.

We will do a deeper dive in the future on specific options that will improve business’ ability to contribute to emissions reductions. We will not be providing this content as part of the SBC/CLC consultation response given timelines. We will be providing this advice to Government.
