In order to help decarbonise freight transport, many organisations are interested in increasing the modal diversity of their freight services, thus changing the mode under which their freight is moved, primarily undertaking mode shift from road to rail/shipping. This report outlines the benefits and barriers of this change, as well as opportunities that will help increase the proportion of freight moved on rail and coastal shipping.
However, it should be noted that trucking provides many critical and required services and forms and integral part of the transportation ecosystem. It is important that New Zealand’s transportation system operates as an integrated whole, recognising the value road, rail and coastal shipping can bring to the movement of people and goods in New Zealand achieving a resilient freight distribution system and meeting carbon emissions reduction targets.
